IAAF Council (Mombasa)

On Monday the council agreed again to support the increase of doping sanction from 2 to 4 years. This should be valid for presence, use and possession of anabolic steroids, hormones (including EPO) and aphhetamine. Also for using prohibited methods, refusal or failure to submit doping control or trying to tamper it. It is another important step in fight against doping after recent EAA iniciatives. IAAF will also support this increase during the ratification process of new WADA World Anti-Doping Code in November. The question remains whether other sports will agree to such an increase or whether athletics will be able to go its own way in this. Council also confirmed a resolution in which all members of IAAF Family should be forbidden from taking part in betting or similar activities in connection to IAAF or its members sanctioned competitions.

Interesting words were reported from Sunday session of Council Meeting where president Lamine Diack addressed the future of the sport in connection to World Athletics Plan issues. He pointed out for example the initiative to grant continental associations more responsibility, he supported introduction of incentives at continental championships, inclusion of results from continental championships in defining the qualification criteria for World Championships. Other issues are related to changes of competition formats to meet requirements of broadcasters, standardisation of age categories and creation of an integrated calendar.

Future bids – council was informed about France intention to stage World CC in 2009, Austria and Ukraine want to host World Road Running 2009 Champs, interesting are the bids from Turkey and Qatar to host the 2010 World Indoors and there are also three bidders for World Race Walking Cup 2010 (France, New Zealand and Mexico). Decisions on this bids will be made at November Council Meeting in Monaco.

In age manipulation investigation of Bahraini athletes Ali Belal Mansour was cleared, the case of Khamis Adam Ismael is still going on and the case of Tarek Mubarek Salem Taher was finalised with the evidence of falsification. Former Dennis Kipkirui Keter from Kenya has a real birthdate on December 1, 1986 and not February 1, 1989. When the case will be solved after the disciplinary hearing of Bahraini federation he will most probably lost his silver medal from World Junior Champs 2006 Beijing (3000 m SC 8:16.64). Kenyan Bisluke Kiplagat will get silver and Morrocan Abdelgani Ait Bahmad the bronze. The same applies to World Youth Champs 2005 in Marrakesh where he initially won in 5:23.95 the 2000SC race. The title will then go to Kenyan Abel Mutai, Bisluke Kiplagat and Ait Bahmad wiill also in this case get the silver and bronze.

2011 AND 2013 BIDS

Tuesday will be the D-Day for the four bidding cities Barcelona, Brisbane, Daegu and Moscow. All are in Mombasa with strong delegations, all will have 40 minutes time to present their ideas before IAAF Council who will later on the day vote for the championships organisers for 2011 and 2013. The vote will be conducted by 25 members of the council, three are not present (Ilkka Kanerva/FIN, Suresh Kalmadi/IND and Minos Kyriakou/GRE).

All teams have personalities which are promoting the future plans. Moscow has the current biggest star Pole Vaulter Yelena Isinbayeva who flew in only on Monday morning. Barcelona has former Olympic 1500 m Champion Fermin Cacho and current European 5000 m Champion Martha Dominguez. Brisbane bid is supported in Mombasa by such legends like Herb Elliott, Rob de Castella, Craig Mottram and Sonia O´Sullivan. On the political level Russian Athletics Federation president Valentin Balakhnichev presented to Lamine Diack a letter from Russian President Vladimir Putin who is backing the bid. To Mombasa arrived also Dmitriy Chernyshenko, the general director of Sochi bid for Winter Olympic Games 2014. This confirms how strong Russia supports this two bids. Queensland prime minister Peter Beattie is due to arrive to Mombasa too.

BACK TO WCC

Editorial of the Kenyan daily The Nation saw the championships as follows: „A big sporting weekend has come and gone, and all heaved a huge sigh of relief especially after the World Cross Country Championships ended without a hitch. The biggest positive to take from the event in Mombasa was the huge crowds that turned out to cheer Kenyans to success on a searing afternoon at the Mombasa Golf Club. The surging crowds were proof that there exists a huge appetite among Kenyans for the kind of entertainment inherent in sports. The task for Athletics Kenya (AK) is to build on the huge interest shown in athletics by doing more to attract fans to their local meetings as a way of raising the profile of the game.“

Ugandan media reported about the failure of their biggest hope Boniface Kiprop. He was in a comfortable 6th position and unbelievably dropped out in the last 400m. Much as the whole crowd was stunned by Kenenisa's failure to match the pace of eventual race winner Zersenay Taddessa (Eritrea) in the last lap, the Ugandans here were equally shocked by their star's pull out. "I developed a stich at the beginning of the last lap and couldn't stand it till the end," said Kiprop who was in the medal bracket in the first two laps.

Ethiopian media are reporting that 26:30.74 10 000 m runner Abebe Dinkessa injured his leg in the race and will be out for 3 months.
